ARISE+ Indonesia continues its unwavering support for the Ministry of National Development Planning (Bappenas) in advancing Indonesia's blue economy. Following the successful development and launch of the Indonesian Blue Economy Index (IBEI), a Training of Trainers (ToT) was organised from 2-4 October 2023, focusing on IBEI calculations. This training was specifically tailored to equip Bappenas' Blue Economy core team with the knowledge and skills needed for ongoing refinement and updates to the IBEI. With plans for annual updates and publications, IBEI is poised to become a crucial tool in monitoring the Blue Economy's national and regional performance in Indonesia.
In his opening remarks, Teguh Sambodo, Expert Staff to the Minister for Leading Sector and Infrastructure Development at Bappenas, highlighted the significance of the IBEI.
"The Indonesian Blue Economy Index, a collaborative effort between Bappenas and ARISE+ Indonesia, is set to be incorporated into the national medium-term development planning document (RPJMN) as one of the primary indicators of Indonesia's blue economy growth," Mr Teguh stated. "Furthermore, its reach extends to regional long-term development planning documents (RPJPD), given the index's comprehensive indicators that cater to each province's blue economy progress."
Mr Teguh also made a notable request to the ARISE+ Indonesia Blue Economy team, comprising Widdi Mugijayani, Raden Carlos Mangunsong and Made Suardhini, to produce an IBEI development guide. This guide would serve as a foundational reference for developing and updating blue economy indicators.
During the ToT, collaborative discussions between the ARISE+ Indonesia team and Bappenas led to the refinement of several IBEI indicators, reflecting the evolution of available data. The Bappenas team also gained hands-on experience by practising with Principal Component Analysis and statistical analysis software crucial for IBEI calculations.
After the ToT, the core team will share their acquired knowledge in two subsequent workshops. The second workshop is geared towards Bappenas directorate representatives who are tasked with developing the plan and setting targets for the blue economy and relevant areas. This workshop's objective is to familiarise them with the IBEI framework and methodology, enabling them to translate it into actionable policies or programs.
The third workshop is designed for effective socialisation and targets a broader audience, including representatives from line ministries and regional governments. The goal is to ensure a clear understanding of IBEI indicators, facilitating their incorporation into regional policy targets and enabling effective monitoring of the blue economy within their respective regions.
