Technical Assistance I

The Indonesian Ministry of Trade and ARISE+ Indonesia launched today (06/10) in Jakarta the "Trade Defense Handbook" during a handover ceremony organised with the support of the EU-funded ARISE+ Indonesia programme. The launching of the publication was officiated by the Director of Trade Defense (DPP), the Ministry of Trade, Natan Kambuno and the ARISE+ Indonesia Team Leader, Marc Kwai Pun.

The Handbook was drafted with technical support from ARISE+ Indonesia, aiming to guide Investigation and Trade Analysts at the DPP in identifying trade barriers and taking action against them effectively. DPP has been the front line in defending and securing access for Indonesian exports in the international market.

The Handbook covers trade remedies investigations by third countries, the Technical Barriers to Trade (TBT) Agreement and Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) measures, and the WTO Dispute Settlement Mechanism. The first edition was prepared by the EU-funded Trade Cooperation Facility (TCF) Programme in 2016.

"It is my great pleasure and honour to present the Trade Defense Handbook, which has been the paramount result of collaboration between ARISE+ Indonesia and the DPP. I am confident the Handbook will equip the DPP's current and future staff and officials with better skills and knowledge in Trade Remedies, TBT, and SPS," the DPP Director, Natan Kambuno, said.

Following the ceremony, a Workshop on Responding Effectively to Trade Remedy Investigations.

The workshop was delivered by ARISE+ Indonesia International Trade Policy Expert, Mr Marius Bordalba Layo, who has extensive experience advising companies and governments on trade remedies and WTO trade law for over 23 years.

The workshop is the fifth and final event in a series of trade remedy workshops strengthening the capacity to respond effectively to third-party investigations since 2019.
