The upcoming Indonesia-EU Investment Attraction Plan will be set to facilitate bankable projects seeking financing from EU investors. Spearheaded by the Ministry of Investment/BKPM in collaboration with ARISE+ Indonesia, the Plan aims to connect Indonesia's vast investment opportunities with innovative EU investors, clusters and centres of excellence. The investment synergies between Indonesia and the EU are poised to propel both economies forward.

This initiative was spotlighted by Alessandro Martinatto, Team Leader of ARISE+ Indonesia, during the panel discussion "Financing the Energy Transition: How to Create Bankable Projects". This was a segment of the conference, "Pathways to a Prosperous Indonesia - Powered by Renewable Energy: How Team Europe can Support a Just Energy Transition in Indonesia," held on 24-25 October 2023 in Jakarta.

Hosted by the European Union Delegation (EUD) to Indonesia and EU Member States, this two-day event was designed to support Indonesia's path to carbon neutrality by identifying opportunities and strategies. It sought to leverage insights from European experiences, effectively guiding the transition to new energy systems and supply chains. The newly appointed EU Ambassador, H.E. Denis Chaibi, inaugurated the conference.

Discussing the Investment Attraction Plan, Mr Martinatto underscored the Plan’s role through its implementation, to ensure that opportunities materialise in concrete investable and bankable projects, by facilitating strong collaboration and coordination among the organizations involved.

“At the early stage, we will work with BKPM and Bappenas to identify potential investable projects in Indonesia and later offer in-depth insights on potential European investors that would offer a strong strategic fit with the various investment opportunities," stated Mr Martinatto.

With an anticipated launch in early 2024, the Investment Attraction Plan will be further bolstered by the reintroduction of the EU Desk. Embedded within BKPM, this investment facilitation service is designed to assist both current and prospective EU investors across the entire investment cycle, spanning market exploration, site selection, operational setup and post-establishment services.

"The EU Desk is at the core of the support envisaged to the GoI and European Investors. It is a tried and teste tool that proved very successful in the past, and we're aiming to amplify its impact by integrating additional services to leverage the opportunities offered by the new programmes, Global Gateway, EFSD+ and JETP," stated Mr Martinatto.

Shanaz Patel, the EUD's Programme Manager for Sustainable Finance and Investment, led the session that explored the strategies and mechanisms key institutions use to hasten Indonesia's shift towards clean energy. Along with Mr Martinatto, the panel also included Ms Sunita Lukkoo, Regional Representatives of the European Investment Bank; Mr Edwin Syahruzad, President Director of PT SMI, a State-Owned Enterprise specialising in infrastructure financing; and Mr Nicolas Parrot, President Director of BNP Paribas.
