ARISE+ Indonesia has supported the Ministry of National Development Planning (Bappenas) in conducting three studies as part of the Blue Economy Roadmap: the Development of the Blue Economy in Indonesia Based on the Supply and Demand Framework, the Indonesian Blue Economy Index (IBEI), and the IBEI Projection. The Blue Economy Roadmap plays an important role in Indonesia's economic transformation towards Vision 2045, setting a path towards a diversified and sustainable maritime economy.

The development of the blue economy is expected to enhance employment, productivity, and value-added in the country. The roadmap aims to provide a comprehensive structure to facilitate the realisation of Indonesia's Blue Economy, defining the necessary steps and direction for progress. It also seeks to ensure that Indonesia meets its national and international policy commitments while maximising environmental, social, and economic benefits.

Currently, Bappenas is finalising the roadmap through a series of public consultations. Teguh Sambodo, Expert Staff to the Minister for the Leading Sectors and Infrastructure Development at Bappenas, led the consultations and emphasised the importance of these consultations to gather comprehensive and inclusive input from stakeholders. The consultations aim to seek feedback on the roadmap and identify best practices for implementing policies and programs related to the Blue Economy sector.

During a recent public consultation organised by Bappenas at the office of the Regional Development Planning Agency (Bappeda) in Surabaya, East Java Province, the IBEI was presented. Taking place on May 8-9, 2023, the event saw the participation of various stakeholders, including ARISE+ Indonesia Trade and Investment Policy Senior Expert Widdi Mugijayani, line ministries, academicians, NGOs, and other relevant organisations.

Mr Sambodo explained that the IBEI serves as a crucial instrument for monitoring the performance of Blue Economy sectors at the provincial level. The IBEI is built upon three pillars of sustainable development: economic, social, and environmental. According to the IBEI calculation, East Java, South Sulawesi, and Maluku emerged as the top three provinces in terms of blue economy performance. This finding aligns with East Java's selection as the consultation location due to its advanced development in the marine-based manufacturing sector.

In addition to the consultations, the Bappenas team also visited significant sites related to the Blue Economy, including the mangrove conservation area (Wisata Mangrove Pateguran), TPI Lekok, PT Aneka Tuna Indonesia, Tanjung Perak Port, and PT Pelindo. The team engaged with fishermen associations at TPI Lekok, further enhancing their understanding of the challenges and opportunities in the region.

The East Java consultation marked the second round of consultations conducted by Bappenas, with the next consultation scheduled to take place in NTT (East Nusa Tenggara). The decision to hold the upcoming consultation in NTT was driven by the region's potential for renewable energy development.

Mr Sambodo highlighted key feedback from the consultations, including the importance of gender and marginal group analysis as integral components of the IBEI. Stakeholders also recommended enriching the roadmap analysis by incorporating the production value chain and considering inter-regional relations.

Bappenas, in collaboration with ARISE+ Indonesia, is working to incorporate the valuable feedback received during the public consultations into the final roadmap. The Blue Economy Roadmap is set to be officially launched in July at one of ASEAN's upcoming events. Indonesia's advanced progress in blue economy planning compared to other countries makes it a proud leader in the ASEAN region, bringing the initiative forward as one of the priority economic deliverables under Indonesia's 2023 ASEAN Chairmanship.
