Activities

A Second Technical Assistance (TA) programme under ARISE+ Indonesia was launched in August 2021 to complement the First Technical Assistance that was launched in 2019. It will have an initial budget of EUR 5 million with a duration of 30 months until February 2024.

The Second TA is led by Alessandro Martinatto as the Team Leader and is supported by a team of long-term experts, both Indonesian and international:

  • Dan Nicholls and Widdi Mugijayani are leading the activities under Priority Area (PA) 1 of Trade and Investment Policy
  • Alain Peyré and Arief Safari are leading the activities under Priority Area (PA) 3 of Export Quality Infrastructure

To ensure effective coordination of the two projects, the Second (TA) will focus on the implementation of PA 1 and PA 3 for the current year, while the other Priority Areas will start next year.

Under PA 1, preparation of a number of activities has already started and includes:

  • Supporting BAPPENAS in the development of Indonesia’s next Medium Term Development Plan in the areas of export acceleration, investment and economic cooperation through the engagement with high profile Indonesian think tanks 
  • An extensive training programme for the Ministry of Trade in the areas of trade in services and non-tariff measures, with substantive on the job training that will see the involvement of trade officers in the development of six service-sectors studies
  • A high profile bench-marking exercise of Indonesia’s export promotion institution Directorate General of National Export Development (DGNED) and the international network of Indonesia Trade Promotion Centers (ITPCs), through a collaboration with the Geneva-based International Trade Centre. This is timely as DGNED is preparing to embark on its organisational review and restructuring.
  • Advice to the Ministry of Investment (BKPM) on investment policy and promotion linked to Indonesia’s new capital city project on aspects related to green technology, digitalisation, and ecosystems for start-ups and trading in carbon emissions. Additional assistance being explored is around actionable advice to improve and optimise technical and procedural aspects of the Online Single Submission licensing framework, including exploring the use of blockchain in licensing.

Activities under PA 3 are well underway and include:

  • Assisting Indonesia’s National Standards Agency (BSN) with the upgrading of its website to provide information related to Technical Barriers to Trade (TBT). ARISE+Indonesia is mobilising expert IT advice to help the BSN IT team develop new functions such as online information sharing on WTO TBT notifications and making the website more user friendly.
  • Developing a capacity building plan for BSN’s metrology sections (SNSU), which will receive training and assistance by experts from EU-based Metrology Institutes. This support will increase SNSU’s capability in the areas of Mass, Force/Torque, Vibration, and Optical measurement, in addition to acquiring advanced knowledge in calibration techniques and the uncertainty of measurements.
  • Arranging a high-level training in the area of reference materials (RM) in collaboration with Indonesia’s National Accreditation Body (KAN). Reference materials are crucial for laboratories to control the quality of their results. ARISE+ Indonesia support will consist of developing a quality management system and training operators on statistical and operational procedures required to produce top-notch RMs. 
  • Organising the support for laboratories serving spices, fisheries, and non-food sectors. ARISE+ Indonesia has initiated an assessment of the laboratories status and needs, and the findings will allow defining detailed action plans for technical support. Such support aims at enabling the testing laboratories to reach the accuracy and performance levels required by the new EC regulations.

The Second Technical Assistance Team had a working meeting with the EUD Task Manager Ibu Iva Isravivani at the ARISE+ Indonesia office to discuss the activities and introduce the team on 22 February 2022.
