Technical Assistance I

The Ministry of National Development Planning/Bappenas and the European Union (EU) Delegation to Indonesia and Brunei Darussalam jointly hosted the ARISE+ Indonesia Results Dissemination Event in Jakarta on 17 May 2023. This event, officiated by the Minister of Bappenas, Suharso Monoarfa, and the EU Ambassador, Vincent Piket, is organised to celebrate and showcase the programme's achievements.

The event marked the conclusion of key project activities of the first technical assistance.

Minister of Bappenas, Suharso Monoarfa, stated, "We are pleased that the economic cooperation with the European Union through ARISE+ Indonesia has been instrumental in strengthening the performance and competitiveness of our trade, which stands as a crucial source of sustainable growth in our pursuit of achieving the Indonesia Vision 2045."

The European Union Ambassador, Vincent Piket, commented, "We are delighted with our excellent cooperation with the government on trade and investments through the ARISE+ Indonesia programme. The project supports directly our main priorities, such as the negotiation of the CEPA and investments in line with the EU Global Gateway strategy."

The event brought together high level officials from Indonesia and the EU, including the implementing institutional partners, ministries/agencies, local governments, EU Member States representatives, private sector representatives from Indonesia and the EU, acacdemia, think tanks, and others to discuss the outcomes of ARISE Indonesia's capacity-building activities.

The results of the programme were presented by the Amalia Adininggar Widyasanti, Deputy Minister for Economic Affairs, Ministry of National Development Planning/Bappenas. She expressed her satisfaction regarding the concrete results obtained from ARISE+ Indonesia in all priority areas, providing concrete examples. In particular, she highlighted the contribution of the technical assistance received in advancing national policies such as the RPJMN 2024-2029 and the RPJPN 2025-2045 and the delivery of Government of Indonesia’s Priority Economic Deliverables, as the 2023 ASEAN Chairman.

The Vice Minister of Trade, Jerry Sambuaga, delivered the keynote speech on Trade Competitiveness to Support Sustainable Economic Growth. In his address, he highlighted the positive trend of Indonesia's trade performance. Furthermore, Mr Sambuaga pointed out that the conclusion of the Indonesia-EU Comprehensive Economic Partnership Agreement (CEPA) would open avenues for increased export and investment potential with the EU, thereby fostering economic growth.

A panel discussion was organised with the theme "Strengthening Institutional Technical Competencies: Driving Sustainable and Inclusive Economic Growth through Trade and Investment". This discussion included coordinators from the Technical Advisory Body (TAB), beneficiaries, and representatives from the EU Delegation. The panel featured PN Laksmi Kusumawati, Acting Director of Trade, Investment and International Economic Cooperation at Bappenas; Ganef Judawati, Acting Director of Manufacture Product Export Development at the Ministry of Trade; Matheus Hendro Purnomo, Director of Standardization and Quality Control at the Ministry of Trade; Ahmad Dading Gunadi, Director of Cooperative and MSME Development at Bappenas; and Thibaut Portevin, Head of Cooperation of the EU Delegation to Indonesia and Brunei Darussalam. The discussion was moderated by the renowned TV anchor Anisha Dasuki.
Several program beneficiaries were given the opportunity to share their experiences and benefits derived from the Technical Assistance I led by Marc Kwai Pun as the Team Leader.

Rufita Hasanah from the Directorate of Macro-economic Planning and Statistics at Bappenas said, "Our cooperation with ARISE+ Indonesia has significantly improved our technical abilities, especially in our planning roles at the Directorate of Macro-economic Planning and Statistics, Deputy of Economic Affairs, Bappenas. Collaborating with Oxford Economics, ARISE+ Indonesia has supported us in developing macroeconomic models capable of analyzing the impact of rapidly evolving economic trends, including the addition of new indicators aimed at achieving net-zero emissions, which is highly relevant to our needs. This technical assistance has increased our confidence, enabling us to conduct analyses, recommend planning strategies, and extend insights to a broader range of stakeholders, ultimately improving the quality of future development planning."

Harry Putranto from the Directorate General of International Trade Negotiation at the Ministry of Trade said, "We greatly appreciate the support and cooperation provided by the EU through ARISE+ Indonesia. The fruits of these activities and support are evident in the enhanced quality of our work, particularly among our trade negotiators. As we conclude this first phase, we look forward to the second phase's implementation and anticipate similar success."

Fuji Anrina and Christianto Tonggo from the Directorate of Trade Defense, the Ministry of Trade extended their gratitude and appreciation to ARISE+ Indonesia for the invaluable support to strengthening capacity in trade remedy, including updating the Trade Defense Handbook and developing the Case Management System (CMS).

"The Handbook has been instrumental in equipping us (the trade analysts and investigators) with the necessary knowledge to effectively navigate the complexities of trade remedy instruments to defend our trade. The Handbook also enabled us to stay abreast with the latest WTO trade remedy regulations, ensuring our effectiveness in addressing emerging challenges," Tonggo said.

Both Fuji and Tonggo eagerly anticipate continued support from the ARISE+ Indonesia Technical Assistance II.

Prita Amalia from the University of Padjajaran in Bandung expressed deep gratitude to ARISE+ Indonesia for the invaluable opportunity to collaborate in the development of the Trade Remedy Academic Module. "This module holds immense value as it will empower aspiring young Indonesian lawyers to actively safeguard Indonesia's interests in the rapidly evolving and intricate landscape of international trade remedy cases. The support provided by ARISE+ Indonesia in fostering the growth of these future trade defenders is truly commendable."

M. Khodim from MPIG Berau Cacao said, "The capacity building provided by ARISE+ Indonesia to our local Geographical Indication associations (MPIGs) has been truly remarkable. It has been instrumental in helping us uphold the reputation of our geographical indication products by improving our institutional capacity to provide assurance of our GI premium quality through robust internal control, external audits, and traceability measures. The Berau Cocoa MPIG is grateful to have the opportunity to network with esteemed chocolate companies in Italy, Cioccolata di Modica, that utilise GI-certified ingredients. Furthermore, we express our gratitude for the facilitation provided by ARISE+ Indonesia in registering our Geographical Indication in the European Union, which will enable us to gain recognition and establish our presence there."

In addition to the main event, a Geographical Indication Corner was set up to promote Indonesian GIs supported by ARISE+ Indonesia. A digital exhibition also ran alongside the event, showcasing the results, tools, and publications produced under each Priority Area.
