Technical Assistance II

On Monday, September 19th, the Ministry of National Development Planning (Bappenas), with support from ARISE+ Indonesia, convened a coordination workshop to discuss progress on the Grand Designs on Export Acceleration, Investment and Economic Cooperation, developed in support of annual and medium term development planning.
The meeting brought together more than 30 representatives from Bappenas, plus the three institutions appointed by ARISE+ Indonesia earlier this year to develop the Grand Designs, namely the Center for Economic Development Studies (CEDS) working on Export Acceleration; the Institute for Economic and Social Research (LPEM FEB UI) working on Investment, and the Centre for Strategic and International Studies (CSIS) working on Economic Cooperation.
Each institution presented its findings to date and outlined the next steps, followed by a Q&A session and discussion. Limited and non-confidential insights will be made available following Grand Design completion and discussion among the key Government entities. A few key findings emerged from the workshop:
Export Acceleration: the Grand Design assesses a combination of goods (with a focus on agriculture and manufacturing) and six services sectors (asset management, peer-to-peer lending, air transport, tourism, franchising, and data centres). Export restrictions relating to goods can be categorised into three main groupings: ease of doing business, business processes, and export procedures. These challenges are currently being assessed in greater detail.
Investment: Investment-related trends and issues are being assessed at the global, national, and subnational levels as part of this Grand Design, which will also look at FDI quality indicators to support sustainable, SGD-oriented development.
Economic Cooperation: Indonesia’s strategy is multitrack, with the country actively participating in multilateral, regional, and bilateral negotiations. Key challenges and other topics related to economic cooperation include social and demographic dynamics, technology and structural transformation, climate change, unilateralism and geopolitical challenges.
In addition to quantitative and qualitative assessments of Indonesia’s performance in Export Acceleration, Investment and Economic Cooperation, the Grand Designs will provide insights and examples of good practice from benchmark countries and action plans for relevant ministries and associated partners to be considered and integrated into the Government’s future Annual Workplans (RKPs) and the upcoming National Medium-Term Development Plan (RPJMN) 2025-2029.
Each Grand Design is in the completion process before full versions are presented, discussed and finalised with Bappenas and related ministries over the coming months.
